[Bug 1013623] [NEW] at-spi2-core does not turn on automatically and cannot be turned on from a menu

Public bug reported:

Disabled access is hard to get because at-spi2-core does not turn on automatically and cannot be accessed from any of the menu items on System Settings / Universal Access. 
I assume that if you start, for instance, Orca, that at-spi2-core starts at that time, but what if you need it for a non-Ubuntu-built-in program? Which I do. 
The only way to get it started is by entering in terminal: 

  gsettings set org.gnome.desktop.interface toolkit-accessibility true

And then it is hard to figure out how much at-spi2 you have. Does it for
instance also activate the qt, gtk and python plug-ins?
