Expected to happen:

When screen is locked, user should be able to use the onboard if onboard
is active.

What happened instead:

To produce the bug:
enable onboard.
enable onboard floating icon
Lock the screen to see login screen
Result is a floating icon with no ability to use it.

This prevents computers with touch screen only from login in unless they
use actual keyboard.
