@Matthias Bendel, FWIW I can't confirm this here. 
gsettings set org.gnome.desktop.interface text-scaling-factor 2
gsettings get org.gnome.desktop.interface text-scaling-factor
2.0
The ui changes too.  

Onboard isn't affected by text-scaling-factor anyway because all text is
scaled with the window size. Maybe you want to file a bug report for
unity-settings-daemon.
