No, the translation isn't supposed to be necessary, untranslated strings should simply show up as the English original.
The problem was that the about dialog tried to translate an empty string, which somehow pulled in a whole bunch of translation meta data. You would likely see some "error parsing markup" warning when you ran Onboard from terminal. 
I've pushed two fixes to trunk. LANGUAGE=fr ./onboard-settings shows the about dialog correctly now.
