[Bug 1568404] [NEW] Onboard Fails to Display on Login Screen When System Rebooted

Public bug reported:
1) When the system is suspended and resumed, Onboard correctly displays
the on-screen keyboard, allowing the user to enter their password and
log in.
2) However, if the system is power-cycled, Onboard incorrectly displays
a black area where the keyboard should be, and ignores user input.
Clicking on the 'universal access' icon has no effect.
3) This bug is a show-stopper, because it makes it impossible to run
Ubuntu on a tablet unless there is a physical keyboard attached
