[Bug 1744574] [NEW] Please remove gnome-speech from Ubuntu

Public bug reported:

gnome-speech has no reverse depends and has been removed from Debian.
Please remove it from Ubuntu too.

I am filing an explicit removal bug because the Ubuntu version had
changes compared to the Debian package, so I'm not sure if it would have
shown up in your regular removals from Debian list.
