All GTK programs are broken. Same message: 
xxxxx at warp:~$ export LANG="ru_RU.UTF-8"; leafpad
(leafpad:18666): dbind-WARNING **: 23:43:20.266: Couldn't register with accessibility bus: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken.

Geany, Leafpad, Gedit and Opera save file dialogs don't allow Russian language input. Qt programs works fine. Launching with sudo fix problem:
xxxxx at warp:~$ sudo leafpad
(leafpad:28016): GLib-GIO-CRITICAL **: 00:27:57.489: g_dbus_proxy_new: assertion 'G_IS_DBUS_CONNECTION (connection)' failed 

Dbus is running. 
xxxxx at warp:~$ echo $DBUS_SESSION_BUS_ADDRESS
unix:path=/run/user/1000/bus
xxxxx at warp:~$ echo $DBUS_SESSION_BUS_PID

(empty string)

This happen after upgrade from 16.04.6 to 18.04.5 . Kernel 5.4.0-42-generic. I have old kernels and can test with it. PC on MSI P67S motherboard, no suspends, just XscreenSaver.
