You have been subscribed to a public bug by Patrick Herring (patch86):
Using a fresh install of Ubuntu MATE 21.04. Onboard keyboard is
activated and on screen. Keyboard is correctly showing on top of all
other windows and desktop elements (including the dock bar and top
panel). However the main menu (Brisk) is popping up over the keyboard,
preventing using Onboard to type in the menu's search field.
The problem persists whether Onboard is in floating mode (with "Force
window to top" ticked) or "Dock to screen edge".
In Mutiny layout, where the menu is full-screen, Onboard is completely
hidden with no way to use it. The same behaviour is observed in other
layouts, however in those without full-screen menus the issue can be
worked around using Onboard's floating mode or by docking the keyboard
to the opposite screen edge. In the Mutiny layout there is no obvious
workaround.
