Please sync speech-tools (main) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
* The bashism in debian/rules is now fixed in Debian.
* -fno-shared-data is now used in Debian.

Changelog since current gutsy version 1:1.2.3-9.4ubuntu2:

speech-tools (1:1.2.3-10) unstable; urgency=low
