Please sync festival (main) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
* Remove stop links from rc0 and rc6. - In debian.
* Patched src/modules/clunits/clunits.h to fix FTBFS - In debian.
* Add localhost.localdomain, localhost, and 127.0.0.1 to server_access_list - In debian.
