[u-a-dev] gutsy: move onboard to Universal Access menu

Hello,

I did a dist-upgrade of Ubuntu from feisty to gutsy. After the 
upgrade, there was a new Universal Access menu (with gok and others) 
under the Applications menu. However, onboard was still in the 
Accessibility menu that was available under feisty.

Maybe that it is due because the upgrade went not completely smooth. 
Otherwise, please move onboard to the other items in the new 
Universal Access menu.
