[Bug 46725] gnopernicus fails to start cleanly on LiveCD

In testing the recent pre-RC daylies (20060523/24) I see that the
gnopernicus screen reader does not start in speaking mode after gooting
with the Blindness F5 option. The settings panel in gnopernicus claims
that speech is 'unavailable'.
However, everything is installed and configured as it should be. And
when you log out and back in gnopernicus does indeed come up speaking as
it should. I don't know the technical details, but I'm suspecting that
some sort of boot optimisation cause things to be started in the wrong
order which results in gnopernicus failing to find the speech
infrastructure.
Luke claims that gnopernicus perfers to launch festival itself. The
screen reader works fine on installed desktops.
