help with package manager

Hi, first I am very pleased with the progress ubuntu has made
in making their operating system accessible.
   I was wondering if in the future the package manager will be able to be used with orca,
and if the software update will also be able to be used.
I can read everything in software update until I get to the point of checking for updates.
At that time orca no longer speaks.
One other thing, is there a way to install the operating system with out sight.
