Accessibility for Disabled using a Switch.

Hello Glen,

I don't know ez-keys from windows, but have you already looked at gok 
(gnome onscreen keyboard) that is shipped with ubuntu. It is an 
onscreen keyboard with scanning that is also able to fetch the 
interface of applications. It can be controlled via switches...

It might be at least a starting point for your friend.
