users and groups problem

Hi, has anyone used the users and groups setting in hardy. It doesn't seem to be accessible like it was in the past. It seems to be different because there is a unlock button now. Pressing enter on it does nothing. I assume this is how you get to the area to add users and change settings. Anyway is there another key I should be using on this button to get orca to speak it's content.
