Caps-lock passing through Orca

I've discovered that the state of caps-lock is passing through to 
running apps.  It does act as the 'orca' modifier key, as well.  What 
setting(s) may correct this?  I want caps-lock to be the 'orca' key, but 
not change the case of typed leters.
