Anyone know how Fedora 12 launches root apps?

I've read that Fedora 12 applications that need root privileges are
all accessible to Orca.  Does anyone know how Fedora does this?
Ubuntu uses gksu, and all programs launched in Ubuntu with gksu are
not accessible to Orca.
