Missing tooltips for icon labelled panel applets in classic GNOME session?

There are no tool tips because most of the panel icons are now indicators. The indicator design calls for no tooltips. In natty, I have done some work to make sure these have accessible descriptions, however this is not complete. Oneiric should have more complete indicator accessibility.
