Ubuntu Mate 17.04 is shipped with Mate 1.18 that comes with 
accessibility improvements :
- no longer announce "0 items" on icons view of Caja and in the desktop
- the notification area is now usable with the keyboard (so with Orca)
- the multiple selection of items announcement is now supported in Caja

You could try it inside a VM or with a live-cd to check if it fits your 
needs.
