change language in ubuntu

I don't remember if the following commands are in the wiki article, but in case I don't  get to check and if need be add them before you read it:

sudo dpkg-reconfigure console-setup
sudo dpkg-reconfigure locales
  Can help you with some of the actual configuration changes.
