Installing SSH

The error is actually
connection refused
when trying to SSH into it.

Hello,
I'm trying to install Ubuntu-Mate for Raspberry PI on my RPI 4.
It does not come with SSH, and it shows up in the network, but I get an access denied with both Teraterm and Putty.
So I plugged in a keyboard, and booted it again and hit enter a few times, because I think there is no password or username, and enough enters that maybe I can get through the setup crap.
I try ctrl alt T and then I type:
sudo su enter
then I enter
sudo apt install openssh-server -y
and then I do alt F2 and type in terminal and enter
And I repeat the above command, hoping that I'm in a terminal
But I still get access denied wen trying to SSH into it.
Any other ideas for getting SSH into this installation?
