yes, commercial applications get packaged by the Canonical service, open
source stuff goes through the ARB. Things can still go into Debian and
arrive in Ubuntu the long way round in the next release, the ARB route
means that developers can target the current stable release of Ubuntu
and release stuff post-release of the base system.
