[Bug 55724] [Sync Request] cpufrequtils 0.4-1

Public bug reported:

Please sync cpufrequtils 0.4-1 from debian unstable.  It is OK to drop
ubuntu changes.  I have verified that this package builds correctly in
an edgy amd64 pbuilder.
