Rejecting mpeg4ip

mpeg4ip's debian/copyright file is a bit of a train wreck. :-) It says
simply:

  This program is free software; you can redistribute it and/or modify it
  under the terms of the GNU General Public License Version 2, found on
  Debian systems in the file /usr/share/common-licenses/GPL.

However, this doesn't remotely correspond to the COPYING file. Please
correct this.

Also, I'd appreciate a brief discussion somewhere of exactly what codecs
are contained in this package so that we can assess the legal situation.
