as a matter of fact, 0.11 only has some changes within the interface. to be able to send tax reports for 2008 you also need the new libgeier 0.9 (hence also out-of-date).
these tax reports have to be made 10 days after the closing of a month (for monthly reports) or 10 days after the end of three months.
an update would be neccessary asap.

i just build taxbird 0.11 and libgeier0 0.9 from debian sources and it
works like charm. no need for modifications.
