[Bug 133784] [NEW] saods9 is way out of date wrt upstream (4.0b7 vs 4.13)

Binary package hint: saods9

The saods9 package, which provides ds9 and the xpa programs, is way out
of date and has not changed in some time.  The current release is 4.13.
4.0b7 crashes when the most basic xpa operations are executed in, e.g.,
the numpy astronomy tutorial (example in section 1.1 of tutorial makes
it die).  Please update to 4.13, which works fine with the tutorial.
