I am rejecting this bug as I've just uploaded 0.9.9-2ubuntu1, merging
Debian changes and adding proper conffile handling.

The changelog is:

xfonts-wqy (0.9.9-2ubuntu1) hardy; urgency=low

  * Merge from Debian unstable, dropping all previous Ubuntu changes:
    - Build-depend on xfonts-utils (>> 4.0.3).  Hardy has high enough version
      so the version requirement can be dropped.
    - Build-depend on debhelper (>= 5.0.7) instead of (>= 5.0.31).  This is an
      error in previous merges, because debhelper (>= 5.0.31) is needed for
      dh_installxfonts to recognize the new font layout used in X11R7.
    - Install fonts in /usr/share/X11/fonts/misc/ directory instead of
      /usr/share/fonts/X11/misc/.  This is a completely bogus change, as
      pre-X11R7 layout uses /usr/lib/X11/fonts/misc/, and new layout uses
      /usr/share/fonts/X11/misc/ as Debian specified.  The
      /usr/share/X11/fonts/misc/ directory doesn't seem to be recognized by
      anything.  This change actually breaks the package because fonts.dir and
      fonts.alias files are not automatically generated, and X won't load the
      fonts from the wrong directory.
  * Move old conffile handling from postinst script to preinst script.  Also
    check if the conffile is locally modified.  If it is, back it up and tell
    the user to review the local changes and add it to the new conffile
    instead of just delete it.  (Debian bug #457423)
  * Change the Maintainer field in debian/control to Ubuntu MOTU Developers,
    and move Debian's maintainer to XSBC-Original-Maintainer field, according
    to the specification.
