Rejecting sugar-base

Hi Jani,

I have to reject sugar-base. The source code is licensed under LGPL,
but COPYING and debian/copyright say GPL. This needs to be fixed
upstream, but feel free to wrap a new orig.tar.gz in the meantime.

In addition, please fix the package description to explain what sugar
is.
