please sync from unstable; current ubuntu version is a *buildN version

 quota  (3.15-6) unstable; urgency=low

   * Do not let dh_installinit handle /etc/init.d/quota because it must not be
     run on an upgrade, closes: #458309.
   * Let dh_link create the links.

quota (3.15-5) unstable; urgency=low

   * Bumbed standards-version to 3.7.3, no changes needed.
   * Fixed open lintian warnings.
