this is fixed in debian unstable, the ubuntu changes can dropped for the
sync. but it won't build yet because libelf-dev was demoted to universe
in the meantime.

    changes; GNOME #500179; closes: #453178.
    - New patch, 60_detect-and-link-x11, adds X11 requirements for configure
      and uses these libs to build gnome-breakpad.
    - New patch, 70_automake-autoconf; runs automake and autoconf for
      60_detect-and-link-x11.
