Rejecting dbus-1-qt3

Hi Jonathan,

I have to reject dbus-1-qt3 from source NEW, since debian/copyright
does not state any copyright for the upstream parts (only for the
Debian packaging). While you are at it, please fix the GPL version in
debian/copyright as well, GPL 2.1 does not exist.
