The Ubuntu package chntpw is currently in multiverse. However, the
upstream indicates that it is now licensed under the GPL and LGPL
<http://home.eunet.no/~pnordahl/ntpasswd/binsrc.html>. Thus it should
be moved to universe (possibly after synchronizing with the latest
upstream version).
