[Bug 275140] [NEW] Please remove arpack++ and binaries

You have been subscribed to a public bug by Sarah Hobbs (hobbsee):

Arpack++ binaries do not install, and will not install, as they depend
on the non-free arpack that was removed from debian some time ago.

It is soon to be removed from debian, too, it appears, as they are
unsure if the licence is free enough for there.  Either way, it still
doesn't build here or there, without mass further modifications.  Thus,
I propose removing it - even if a fixed version did get here in time, we
wouldn't want it so late in the freeze.
