Please sync tuxtype 1.7.5.dfsg1-2 (main) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:

Our only change was the removal of tuxtype-data-nonfree from
"recommends". Debian now ships it as suggests too.

  * Bump standards version to 3.8.3, no changes needed. 
  * Make tuxtype-data-nonfree a suggests: again. (Closes: #551315)
