Rationale: The install-package utility has been replaced by the qapt-
batch utility, and all reverse-depends have now been removed and
switched over to qapt-batch. (This is a postponed part of the Lucid
Kubuntu Development spec[1], though modified to make qapt-batch the
replacement for install-package)
