Explanation of FeatureFreeze exception:
Hopefully will fix some crashes with torsocks and empathy/pidgin (bug #761802), rebuilding with current toolchain might help in any case.  No visible rdepends.

  * New upstream release.
  * Bump Standards-Version to 3.9.1 (no changes needed).
  * Fix debian/watch to deal with the dash from upstream.
