Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu patch has been apllied in Debian. so we can sync now

drc (3.1.1~dfsg0-1ubuntu1) precise; urgency=low

  * 03-as-needed.patch: fix FTBFS with --as-needed linker option.
  * Update 01-makefile.patch to fix FTBFS on non-x86 architectures (see
    debbugs #640636).
