Explanation of the Ubuntu delta and why it can be dropped:
Fix has been adopted in Debian. Packages builds fine in Oneiric.

deal.ii (6.3.1-1.1) unstable; urgency=high

  * Non-maintainer upload.
  * Fix FTBFS due to new slepc 3.1 (Closes: #618246), thanks to Fabrice
    Coutadeur for the patch.
