Please sync icon 9.4.3-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:

We have two changes in this package:
- - support for lpia which we do no longer need
- - patch by Kees to drop executable stack that was taken by upstream

So we can sync the package again.
