introducing the nbs tag

now finally subscribed to this list ;-)

I would like to propose the use the tag `nbs' and subscribing ubuntu-archive for 
issues relating to http://people.canonical.com/~ubuntu-archive/nbs.html

If the issue is resolved, then please just close the report; if a workaround is 
applied (e.g. by removing the binaries), then just remove the `nbs' tag and 
unsubscribe ubuntu-archive.

would that work in practice?
