The patch on the version of pacpl that is in Oneiric prevents any encoding with LAME.
The latest version in Debian testing (4.0.5.7) fixes this.
Anyone else running into this issue can download the Debian package from
here: http://packages.debian.org/sid/all/pacpl/download
