[Bug 834003] [NEW] FFE: upload 2011.09 to Oneiric

We plan on adding the new Uboot with SPL support in Oneiric for OMAP4.
The new linaro image tools are needed to support creation of such OMAP4
images, or indeed to work with the currently released Linaro 11.08
images. The naming of the uboot binary has changed in 11.08 so the tool
needs updating.
