Neither of the usual approaches [0] for renaming a package are ideal here.
* Breaks+Replaces: apt won't transition people to the new package
* transitional package: Either needs to be added in Debian, or we need to carry an Ubuntu delta until after T-series.

However, we could replace python-django-openid-auth with a transitional
package and remove it post-T-series. Maybe that's the simplest answer.
