[Bug 1407550] [NEW] please remove debian-parl from Ubuntu

You have been subscribed to a public bug by Logan Rosen (logan):

This metapackage is not a typical Blends package in that you can quickly
regenerate the control file; there are a lot of intricacies involved
that assume the package availability in Jessie (as opposed to Vivid),
such as tasksel packages that we don't have.

It currently won't migrate to release because of these dependencies
(among others). We don't really need this metapackage in Ubuntu.
