[Bug 1543808] [NEW] Please consider dropping php-guzzle from Ubuntu Xenial

php-guzzle has been deprecated upstream and went EOL in 2015. Ubuntu
already carries the successor to php-guzzle in php-guzzlehttp. Two
reverse-dependencies exist on php-guzzle which need updating, filed as
Bug # 1543803 and Bug # 1543807.
