[Bug 1744912] [NEW] Please remove topmenu-gtk from the Bionic archive

Please remove topmenu-gtk, all source and binary packages, from the
Bionic archive.

topmenu-gtk is abandoned upstream and contains significant bugs. There
are no rdepends for any of its packages.

Equivalent functionally for the same same desktop environments is
available via:

  * vala-panel (LXDE)
  * vala-panel-appmenu (Budgie, MATE and XFCE)
