[Bug 1745777] [NEW] Please remove fcitx-zhuyin and libzhuyin from bionic

The resolution of bug #1735362 includes upgrading of the fcitx-libpinyin
and libpinyin source packages by syncing from Debian experimental. The
new version of fcitx-libpinyin takes over the functionality of fcitx-
zhuyin, and the new version of libpinyin takes over the functionality of
libzhuyin.

Debian is about to drop fcitx-zhuyin and libzhuyin:

However, to move bug #1735362 forward there is a need to remove them in
bionic before they have been removed from sid. It should better be done
as soon as the packages mentioned in comment #22 of bug #1735362 have
migrated to bionic-release.
