[Bug 1804912] [NEW] Please move ngspice from multiverse to universe

As of ngspice 28-1, the package is considered DFSG-free and was moved to
Debian main.

Therefore, please move ngspice from multiverse to universe.

This is needed by the latest kicad package which now Depends on ngspice.

    The new NGSpice upstream version is DFSG compatible and there is no need to
    do a packaging of a -dfsg version anymore.
