[Bug 1813275] [NEW] Please remove redmine source package and rdeps from disco due to redmine not being installable

As described in LP: #1813051 redmine became uninstallable and needs a
lot of work to fix that including packaging new upstream and updating
the dependency stack the new version depends on.
