`these` got split into `these` and `semialign`.

`these` is available, but `semialign` is stuck in debian NEW https
://ftp-master.debian.org/new/haskell-semialign_1.1-1.html

Until we have `semialign` we cannot build haskell-aeson-extra.

Demote it to proposed, until semialign is available.
